Việt Nam’s $34.3 billion plastics industry is transitioning toward a circular economy driven by strict domestic and international environmental regulations. Faced with high resource dependency—having imported 9.66 million tonnes of raw materials in 2025—the sector is under pressure to treat plastic waste as a valuable economic resource rather than refuse.
The primary catalyst for this shift is the enforcement of new legal frameworks. Domestically, Decree No. 110/2026/NĐ-CP mandates Extended Producer Responsibility (EPR), legally binding producers and importers to recycle their packaging. Internationally, the European Union's Packaging and Packaging Waste Regulation (PPWR) forces Vietnamese exporters to meet strict design and recyclability standards to retain access to global markets.
